SHEPHERDSTOWN, WV — Shepherd University has named William Daniel “Dan” Bogart, Jr. as its new CTO/CISO and Director of IT Services.
Bogart brings more than 20 years of enterprise technology leadership experience in areas like cybersecurity, infrastructure strategy, disaster recovery, cloud systems, service delivery, and technology operations to his role. He will oversee Shepherd’s IT department with an emphasis on secure, reliable systems that support students, faculty, and staff.
“Shepherd immediately stood out to me because of its student-focused mission and sense of community,” he said.
Bogart most recently served as the director of systems engineering for 11:11 Systems, where he directed enterprise infrastructure strategy, led engineering teams, managed budgets and contracts, and supported cybersecurity, disaster recovery, business continuity, and service improvement efforts. He also held senior leadership roles related to security operations, product management, vendor and capacity management, storage and recovery, and managed cloud services.
At Shepherd, Bogart said he will work on the simplicity, consistency, and reliability of technology across campus.
“There is a real opportunity to improve how students, faculty, and staff interact with University technology day to day,” he said. “The point is not to chase technology for its own sake, but to reduce friction, give people better support, and free up time for the work that matters.”
Bogart said his philosophy is that dependable technology allows people to work more seamlessly.
“Technology should feel like invisible infrastructure,” Bogart said. “It should be dependable, secure, and intuitive enough that the people at Shepherd can focus on learning, teaching, and serving students. Great IT is like the stage crew in a theater production: when it is done well, it enables everything else to shine without getting in the way.”
Bogart also emphasized the importance of practical, shared, and user-centered cybersecurity.
“My goal is to protect University and student data while keeping security usable,” he said. “Those should not be competing priorities.”
Bogart earned a bachelor’s degree from the University of Delaware and completed a leadership and management certification through the University of Delaware. He also holds ITIL Foundation v3, Six Sigma Yellow Belt, and Scrum Master training.
