SHEPHERDSTOWN, WV — Dr. Mary J.C. Hendrix, Shepherd University president, announced that Dr. Scott W.H. Barton has been named vice president for finance and administration, effective October 3. Most recently, Barton served as senior vice president of administration and finance at Shippensburg University, part of Pennsylvania’s State System of Higher Education (PASSHE).

Barton said he’s looking forward to joining Shepherd because the University’s core values align with his own.

Headshot of Scott Barton smiling and looking at the camera.“I am passionate about serving an institution such as Shepherd that embraces our differences while maintaining a student-centered approach to connecting what is learned with how we live,” Barton said.

Prior to working at Shippensburg, Barton worked at Mansfield University, also part of PASSHE, as vice president of finance and administration before being named interim president of the university.

“Scott’s extensive experience with Pennsylvania’s State System of Higher Education, success in long-term planning, and leadership skills combine to make him a valuable addition to Shepherd and our executive team,” Hendrix said. “We are thrilled to welcome him to our campus.”

Barton comes to Shepherd during an exciting time. Fall 2022 University enrollment is at its highest since 2018, and past campus COVID restrictions have lifted, returning Shepherd to the vibrant campus environment it was pre-pandemic.

“I look forward to being part of the inclusive, inviting culture at Shepherd and the great opportunities it offers with programs that meet today’s workforce needs,” Barton said. “I am impressed that the University bucked the enrollment decline seen elsewhere during the COVID-19 pandemic.”

Barton holds an Ed.D. from the University of New England, a Master’s in business administration from Regis University, and a B.B.A. in accounting from Florida Atlantic University.
