Shepherdstown, WV--The Shepherd University Foundation has created the Tom E. Moses Memorial Lecture Series, a fund to provide financial support for an annual lectureship series on constitutional and civil liberties issues at the Robert C. Byrd Center for Legislative Studies. The first lecture is scheduled for September to celebrate Constitution Day.

The fund was established by his daughters, Lynn Yellott of Shepherdstown, Merle Crawford of Hummelstown, Pennsylvania, and Jeri Moses-Eichler of Syracuse, New York, in memory of their father, who was an active defender of the U.S. Constitution and civil rights issues throughout his life.

Moses was involved in a number of efforts to protect the Bill of Rights. He participated in the "Joe Must Go" movement in Wisconsin during the 1950s to rid the state of U.S. Senator Joe McCarthy for his violation of human rights and witch hunt tactics. He was active in fair housing and civil rights work in Cleveland and Baltimore. While living in Ohio, he started the first welfare rights organization in the United States. He was also instrumental in successful litigation regarding reapportionment in West Virginia.

A resident of Jefferson County for 27 years, Moses started the Eastern Panhandle chapter of the ACLU-WV and served many years on the state ACLU board. He was appointed by Governor Jay Rockefeller to serve on the Potomac Center for Individuals with Disabilities. He was the first paid professional to staff the United Way of Jefferson County and was honored with the prestigious Van Ryzin Award. He also served on the Jefferson County Park and Recreation Commission and as president and treasurer for Meals on Wheels.
