West Virginia Higher Education Grant Changes

Amendments to the Higher Education Grant Program rule for the 2009-2010 award year have been proposed to improve program access. The proposed rule modifications have been approved by the Higher Education Policy Commission and the Legislative Oversight Commission on Education Accountability (LOCEA). The program rule will be considered by the full legislature at some point during the 2009 legislative session. Below are some of the proposed program modifications:

  • The FAFSA receipt date for priority HEG consideration for all applicants will move from March 1 to April 15 to promote greater program access.

  • Prospective first-time students 25 years of age or older on January 1, 2009 and students who have earned undergraduate college credits, but have not been enrolled in a HEG-approved institution for two years preceding the fall semester of the 2009-2010 academic year, regardless of age, will have an extended FAFSA receipt date for priority HEG consideration of July 1.

  • The FAFSA will serve as the state-level application for the HEG Program. Thus, the requirement for an applicant to file a secondary application will be eliminated. First-time students will be academically eligible for the HEG if they are admissible into a Title IV eligible degree or certificate program and have a 2.00 high school grade point average.
