Yellow Ribbon Program (YRP) One of the most significant provisions of the Post 9/11 Bill is the Yellow Ribbon Program which is aimed at expanding post-secondary access for veterans. The YRP allows institutions to enter into an agreement with Department of Veterans Affairs to fund tuition expenses that exceed the highest in-state undergraduate tuition rate. The Department of Veterans Affairs will match each additional dollar that an institution of higher education contributes toward an eligible student's tuition costs, up to 50 percent of the difference between the tuition and fees covered by the Post-9/11 GI Bill and the total cost of tuition and fees. Participation in the YRP serves as a significant recruiting tool and, with appropriate marketing, can increase the number of out-of-state veterans who enroll in Shepherd University.
