Shepherd Grade Reopening

Within the next 24 hours, Shepherd Grade Road will reopen to traffic for connecting with WV Route 480. What has served as a bypass for WV Route 480 through the Bavarian Inn property will be closed to all through traffic, with barriers being placed at what will be the new Shepherd Grade Road entrance to the inn and just after the entrance into the inn from WV Route 480.

Update on Paving

Asphalt will be placed on the new raised portion of Route 480 beginning today, Monday, November 5. As this process moves along, tying in of Route 480 at the juncture in front of Miller Hall will necessitate the implementation of one-lane traffic with flagging. This aspect of the work is expected to take up to three days, and could begin as early as Tuesday, November 6, but definitively on Wednesday, November 7, barring any weather conditions that would not provide for the work to go forward.

In order to get to a level of completion every day so that two-lane traffic can occur during the overnight hours, the contractor may extend their work hours into the early evening beyond what has been done to date.

Community members are encouraged to utilize University Drive connecting Shepherd Grade Road and Route 45 in order to avoid this area for the duration of the asphalt placement.

Update on the Rock Removal Plan for the Pedestrian Underpass Project

Project contractor C. William Hetzer, Inc. expects to proceed with removal of rock along the east side of WV Route 480 utilizing blasting beginning as early as Monday, July 9.

The area identified for this rock removal is on WV Route 480/North Duke Street from the intersection with Shepherd Grade Road and moves northeast towards the entrance to the Bavarian Inn. Contrary to the blasting that was done in April on the Bavarian Inn property, the use of blasting will be situational, more than likely not occurring every day, and will be fewer and less powerful.

As with the process utilized previously, three short horn blasts will precede within a minute prior to each detonation, and following, a longer blast of the horn will provide the "all clear" signal. Since this area of WV Route 480/North Duke Street will be closed to traffic and the Bavarian Inn bypass will be in effect, traffic is expected to not be impacted.

Blasting will occur between the hours of 7:30 a.m. and sunset. The utilization of blasting for the removal of rock at this location continues to be the least disruptive and the safest means of rock removal. Changes in Traffic Patterns to Occur with the Opening of Temporary Roads on Thursday, July 5

Paving of the detour through Shepherd University's West Campus and of the WV Route 480 bypass road through the Bavarian Inn will begin on Thursday, with line marking, signage, and seeding occurring through Tuesday, July 3. Both temporary roads are expected to be opened to traffic on Thursday, July 5th. Please refer to the map posted of these routes on the underpass website at www.shepherd.edu/underpass/detour.html . Motorists are asked to use caution while adjusting to these new traffic patterns and traveling through the construction area.

Update on the Rock Removal Plan for the Pedestrian Underpass Project

The rock removal as described in the construction update of June 11, 2012 was delayed this week. However, project contractor C. William Hetzer, Inc. expects to proceed with removal of rock along the east side of WV Route 480 utilizing blasting beginning as early as Saturday, June 16.

To reiterate the June 11 project update, staff of the underpass contractor, C. William Hetzer, Inc., have identified additional rock for removal, this time in a location outside of the Bavarian Inn property. They have proposed the utilization of blasting for its removal as its use continues to be the least disruptive and the safest means of rock removal.

The area identified for this rock removal is on WV Route 480/North Duke Street from the intersection with Shepherd Grade Road and moves northeast towards the entrance to the Bavarian Inn, stopping approximately 60 feet before the Bavarian's driveway. Contrary to the blasting that was done in April on the Bavarian Inn property, the use of blasting will be situational, more than likely not occurring every day, and will be fewer and less powerful.

As with the process utilized in April, a long siren will precede each blast, and a shorter siren following each blast will provide the "all clear" signal. Parts of WV Route 480/North Duke Street will be closed for short intervals during the individual blasts.

Blasting will occur between the hours of 7:30 a.m. and sunset. The full blasting plan, including credentials of the professional blasters and Hetzer's certificate of liability, continues to be available for review on the University's underpass website at www.shepherd.edu/underpass. Miller Hall Access

Regular access to Miller Hall has been interrupted due to the Route 480 pedestrian underpass construction. To access Residence Life Offices and Miller Hall, please enter campus using the Route 45 entrance across from Sheetz. Enter Parking Lot E either in front of Shaw and Thacher halls and the Center for Contemporary Arts or behind Thacher Hall. Using the access road between Shaw and Thacher halls, proceed to the sidewalk behind Shaw Hall to proceed to Miller Hall. Please do not cross the orange fencing and enter the construction zone. If you are mobility impaired, please call Residence Life at 304-876-5172 in advance to make arrangements for your visit.

  • Comcast finishing the relocation of cable lines.
  • Removal of flood lights and traffic lights along Route 480.

    Update on the Rock Removal Plan for the Pedestrian Underpass Project

    As indicated in the FAQs created by Shepherd University in August 2011, the University and its selected contractor, C. William Hetzer, Inc., evaluated the best approach for creation of the detour road to support the construction of the underpass. This detour will be located on the Bavarian Inn property. The contractor recommended the use of blasting as the least disruptive and safest means of rock removal.

    Blasting technologies have advanced significantly since the last time this method was utilized in any Shepherd University capital projects, as discussed during a public forum held by the University on Tuesday, April 17, 2012. In order to demonstrate to the community the safety and minimal noise and vibrations associated with this newer approach to blasting, a test blast was conducted on Wednesday, April 18, 2012, at 6:30 p.m. This test appeared to confirm that blasting would be the appropriate method for the rock removal as it would be the least disruptive approach.

    Beginning Friday, April 20, 2012, C. William Hetzer, Inc., will begin removal of the rock utilizing blasting. Up to four short blasts could possibly occur each day as this rock is removed. A long siren will precede each blast, and a shorter siren following each blast will provide the "all clear" signal.

    It is estimated that this process will be necessary for the next two weeks. Blasting will occur Monday through Friday, between 7:30 a.m. and sunset.

    (Shepherd announces construction firm for pedestrian underpass project)

    Shepherdstown, WV--C. William Hetzer, Inc., of Hagerstown, Maryland, won the bid for the Route 480 pedestrian underpass project at Shepherd University.

    The Route 480 underpass project is being undertaken by Shepherd University this spring and summer in an effort to improve pedestrian safety and improve traffic flow on Route 480/Duke Street.

    The project features an underpass connecting East Campus and West Campus which will eliminate pedestrian crossings on Route 480 by raising the road and creating a pedestrian walkway underneath. The location of the pedestrian underpass is approximately 25 yards northeast of the existing pedestrian crosswalk. The underpass is slated to be ready for pedestrian use in August.

    Shepherd University will hold a public forum on Tuesday, April 17 at 6:30 p.m. in the Reynolds Hall auditorium for the purpose of receiving comments regarding the University's consideration for blasting to be utilized in the West Virginia Route 480 pedestrian underpass project, specifically in the area of the project detour through property owned by the Bavarian Inn.

    Shepherd University has an easement through a formal, written grant of conveyance from the Bavarian Inn to the University to complete this project. The contractor which has been engaged for the underpass project construction has identified rock issues which are believed to require blasting for removal in a safe and expeditious manner.

    Documentation which would otherwise be provided to the Shepherdstown Planning Commission will be available for public review.
