SECTION 1. QUORUM:
- A QUORUM SHALL BE DEFINED AS ONE-THIRD (1/3) OF THE CURRENT VOTING MEMBERSHIP
SECTION 2. DUTIES OF OFFICERS:
- THE PRESIDENT:
- Will be the ranking responsible officer of the club. He or She will chair or designate presiding persons at all regular and special meetings.
- Is responsible for the promotion of the club and its ideals.
- Is responsible for directing other officers in the effect and discharge of their duties.
- Is responsible for the preparation of the calendar of events throughout the year.
- Is responsible for the direction of meetings, outings, and activites of the club. It is incumbant on him or her for admonishment, discipline, and correction of members on and off campus and in all avenues of deportment which reflect the good name of the club.
- Has the authority and responsiblity to assume command in situationsnot specifically stated or implied in the constitution on official outings and meetings when such a need requires.
- Is responsible following, maintaining, and enforcing the rules and regulations set forth by the Shepherd College Student Handbook, Student Life Council, and the Student Government Association. If in the event any of these set rules and regulations need to be deleted and/or ammended in the better interest of the student body, then the president shall, with a quorum vote, pursue these to the highest authority.
- THE VICE PRESIDENT:
- Will assist the president in offical duties of the club. He or She will assume chairmanship of all meetings in the absence of the president.
- Will distribute and maintain the application/responsiblity release forms in his or her custody.
- Will be responsible for the publicity of the club.
- Will be in charge of any and all community involvements the club wishes to endeavor. All endeavors that the club wishes to pursue shall be voted on and require a two-thirds (2/3) vote to participate in.
- THE TREASURER:
- Will receive all moneys, dues, and contributions. He or she will disperse such assets as directed by any two officers and/or the membership as provided in the constitution and these by-laws. An accurate record of receipts, dispersments, and cash on hand will be kepts and be made available at each regular meeting.
- A majority of the cash on hand will be retained in the club account. Withdrawal of account funds may be made only with the signatures of the president, vice president, and treasurer. The S.G.A. Senator may sign for one of these persons, if that person is unavailable.
- The treasurer for current overhead expenses may keep a small petty cash fund on hand.
- Will maintain a roster of persons having paid dues.
- THE SECRETARY:
- Will keep minutes of all regular and special meetings duly called. He or She will prepare transcribed minutes for presentation by the next regular meeting. The secretary will keep the historical files of minutes bound for future reference.
- Will have prime responsiblity for all offical correspondence as directed by other officers.
- Will assist the vice president in the preparation, production, and distribution of all publicity materials.
- S.G.A. SENATOR:
- Will be required to attend all Student Government Meetings, will keep a log of those proceedings, and abide by all S.G.A. regulations.
- Will be allowed to select an alternate S.G.A. Senator to go in his or her place in the event of an emergency.
- As a voting member of S.G.A., our representative shall be required to inform us of all matters discussed and voted on. He or she shall ask the club for input in these matters. In the event a voting situation arises and the club has not discussed or come to an agreement on that particular subject matter, the senator shall ask to table that matter a week. If then, by said time, an agreement has still not been reached, then the senator shall vote for the majority of the club.
- Will prepare and fill out all papers and forms from S.G.A.. He or She will keep a working record of such said documents and ensure their timely completion.

SECTION 3. FINANCES:
- DUES
- Semester dues of $10.00 or annual dues of $18.00 will be charged for the year (fall and spring semesters).
- FINACIAL RESPONSIBLITY
- Rentals and personal expenses incurred during outtings are the sole responsibility of the individual members.
- The club will be responsible for any damages or losses incurred through rental of equipment or facilities engaged by the club as a whole.
- Individual members may be held liable for any damages to facilities or equipment rented or owned by the club, incurred by the said individual.
- EXPENDITURES
- Club officers are authorized to expend club finances for standard, overhead expenses.
- Any expenses other than standard overhead expenditures require a majority vote of a quorum.
- Any abnormally large activity or project will require a majority vote of the membership.

SECTION 4. MEETINGS:
- Regular meetings of the Shepherd Swing Cats will be held.
- Although the basis of the organization is to provide a place for students to dance, offical meetings shall and will be conducted prior to dancing.
- Special meetings may be held.
- Meeting Structure:
1. Officer Reports.
2. Orders of the Day.
3. Any Voting or Parliamentary procedures.
4. New business.
5. Special announcements.
6. Showing off any new dance steps with the club.
7. A Dance.

SECTION 5. OFFICERS:
- The officers of this organization shall be the President, Vice President, Secretary, Treasurer, and S.G.A. Senator.
- Officers shall be a member in good standing and is currently enrolled at Shepherd College. Any officer that fails to maintain a minimum GPA of 2.0 shall be suspended until such time that the officer or member attains the require level.
- Officers who fail to excercise the responsiblity of his or her office may be removed.

SECTION 6. ELECTIONS:
- Regular annual elections of officers willl be held on the second meeting in the month of April.
- Special elections for vacant offices may be held with notification of the voting membership two weeks in advance of any regular meeting during the year.
- Voting members only are to participate in Shepherd Swing Cats' electorate proceedings.

SECTION 7. DISCIPLINE:
- Malicious violations of standard safety procedures, club rules, or ideals can be reported to club officers, who can issue a warning or bring charges against the said member. The charges shall be reviewed by the faculty advisor prior to presenting the case to the club membership.
- The charges against the student shall be brought by an officer to the faculty advisor, without detailed discussion of the case at that time. The advisor may notify the person in question to appear before the advisor with the officer bringing the charges. At this time, a detailed discussion of the charges will be addressed, after which, the advisor shall make a determination for the disposition. Any action taken by the club shall be by two-thirds (2/3) majority vote of the voting membership.

SECTION 9. AMENDMENTS:
- A Constitutional amendment may be added by a two-thirds (2/3) majority vote of the voting membership.
- Notification must be given at two regular meetings prior to a vote on Constitutional changes.

SECTION 10. DISCLAIMER:
- The Shepherd College Swing Cats will not discriminate against anyone on any basis. Regardless of age, sex, sexual preference, color, nationality, political, religious or social views and affiliations. Our goal is to have fun and dance.
- Discrimination does not meet our goals at all, and will not be tolerated. The Disciplinary Procedures outlined in SECTION VII of this Constitution will be used when any member discriminates against anyone.
- It is the mission of this organization to have fun and expand our knowledge of the Swing dance, East and West Coast Swing, Lyndy Hop, and this era in history. It is not required in this organization to have taken or be taking the Swing class currently offered here at Shepherd College. Anyone can join and there are lots of people associated with this Organization that can teach new members how to dance. But it is recommended to consider taking GSPE 113, which teaches the basic fundamentals of Swing (besides, Swing Dance class is fun), which we will be expanding on in this Organization.
