Shepherdstown is the oldest town in West Virginia. As such, its development has been closely monitored and zoned to preserve the historic flavor of the town. Its quaint gardens, brick sidewalks, and specialty shops make this a favorite stop for tourists. Because of the town's refusal to allow large-scale commercial development, Shepherdstown offers a variety of bed and breakfast inns, but no large hotels with the notable exceptions of the Bavarian Inn and the Clarion Hotel and Conference Center.
