Classified Employee Council Minutes

May 18, 2001

Present: Brenda Feltner, Tim Haines, Cheryl Layton, Steve Parrotte, Dan Starliper, Shelley Tharp, Anna Mary Walsh, Karen Wempe, Deneatta Williams, and Karl Wolf. Guests: Ken Harbaugh and Peg Swisher.

Anna Mary Walsh, chair, called the meeting to order.

It was M/S/P that the April 5, 2001, minutes be approved as distributed.

Ken Harbaugh apprised Council of the results of re-voting for the Board of Governors' and Category 3 positions. Shelley Tharp was elected our Board of Governors' representative, and Tim Haines the second Category 3 representative. (See attached listing for all election results.)

Election of officers was then held with the following results: Anna Mary Walsh, chair; Karen Wempe, assistant chair; and Brenda Feltner, secretary.

Anna Mary then requested meeting dates and times for the next three months. After discussion, it was decided to meet the second Thursday in June, July, and August at 9 a.m.

Association of Concerned Classified Employees
The next ACCE meeting will be held at Shepherd College on May 29 at 3 p.m. in the Cumberland Room of the College Center. All Shepherd classified employees are urged to attend. Anna Mary will also invite our area legislators to this meeting. The Policy Commission will meet at Shepherd in the Ballroom on May 30 at 10:30 a.m.

Board of Advisors
Dan Starliper reported that the Shepherd College Board of Advisors met via telephone on May 16, 2001, for the purpose of approving tuition and fee increases for Fiscal Year 2002. There will be a 4% increase for resident tuition and fees and a 6% for out-of-state baccalaureate. Community College tuition and fees will remain the same. Room and board will increase 5%.

Scholarship Committee
Peg Swisher reported that the committee will meet on June 7.

Staff Development
Johnette Jackson informed Council that she no longer wants to serve on the Staff Development Committee. This committee consists of two council members, two classified employees, and Dan Starliper, Human Resources. Johnette believes that this committee needs "new blood." Steve Parrotte and Karl Wolf volunteered to serve on this committee. If anyone is interested in serving on this committee, please contact Anna Mary.

Strategic Planning Committee
Melinda Landolt informed Anna Mary that she no longer wants to serve on the Strategic Planning Committee. Cheryl Layton will remain on this committee. One more classified employee needs to be on this committee. If anyone is interested in serving on this committee, please contact Anna Mary.

Buildings and Grounds Committee
Karen Wempe reported that they met and discussed the following items:

The wayfinders are finished.

McMurran Clock Tower should be finished in about two weeks.

The Library construction is running behind, but they are beginning to catch up.

The Route 480 crosswalk issue seems to have died. Grover Boyer sent a letter to the WV Dept. of Highways but has received no response from them. No one knows what is going on, but this is still a major safety issue (liability) at Shepherd College. This is also a major concern of the Classified Employees Council.

Cleaning of buildings - There will be major cleaning of all buildings this summer. If you have a problem with your building not being cleaned, please call Sherry Clem (Ext. 5236) at the Physical Plant. (Council discussed that there should be a written list as to what cleaning duties are to be performed on a daily, weekly, and monthly basis. This list needs to be given to building supervisors so that they can check off what is and is not being done in their buildings.)

Safety Committee
Karen Wempe reported that the issue of van safety was discussed. Future discussion regarding this topic will be how many people to allow in them before the vans are considered overloaded.

Old Business
Anna Mary and Dan Starliper met with Dr. Dunlop twice to discuss the issue of employees working from home. Dr. Dunlop wants a campus policy regarding this issue developed for employees. He suggested that the Classified Employees Council might want to develop a resolution as to what should go into this policy.

Cheryl Layton updated Council on the revision of our constitution. The revisions have been completed and our constitution was accepted by Dr. Dunlop.

Jim Pantle sent out a memo that the NCA Mock Team report suggested that we revise the Classified Employees' Handbook. Dan Starliper stated that it will be revised.

New Business
Dan Starliper reviewed the tentative holiday schedule for 2001-2002. It has already been accepted by Dr. Dunlop and the executive staff. It was M/S/P to accept the holiday schedule.

Anna Mary presented Melinda Landolt's report from the Shepherd College Foundation. The Shepherd College Foundation's Board of Directors spring meeting was held on April 26, 2001. Dr. E. William Johnson was elected to fill the vacancy left by Wilma Neff's resignation as Foundation treasurer. The Board reviewed the third quarter reports and the investment report. The total assets as of March 31, 2001, were $15,314,021.12. So far this fiscal year the Foundation has spent over $400,000 on scholarship awards, which was about 78% of the scholarships to be distributed. The Board also approved the budget for FY 2001-02, which includes scholarships and awards of over $590,000 and $131,000 for other college programs. The next fund raising project is for the Scarborough Library expansion.

A council member expressed concern regarding the closing of the Ram's Den until the end of August. This decision was made without any regard to students, faculty, and classified employees. More discussion on this issue will occur at the June meeting.

Anna Mary read a note of appreciation from Agnes Tabler for the flowers she received on Recognition Day.

The next Council meeting will be Thursday, June 14, at 9 a.m. Location will be announced. Anna Mary reminded Council members to be prepared with suggestions/nominations for committee appointments. Any classified employee interested in serving on any committees, please contact Anna Mary or any Council member before June 14.

There being no further business, it was M/S/P to adjourn the meeting at 3:30 p.m.
