Members Present: Ken Harbaugh, Cheryl Layton, Johnette Jackson, Robert Jenkins, Johnny Myers, Dan Starliper, Agnes Tabler, Sally Urban, Nancy Washington, Stacy Wright (alternate)

Dan Starliper called the meeting of the Council to order.

MINUTES
The minutes of the June 9, 1998 meeting were approved as distributed.

ACCE
Harry Young's report is attached. Harry Young is now on the Board of Directors since he was elected as the new chair of Advisory Council of Classified Employees. Congratulations! There may be increased PEIA costs. The Council wanted to once again voice concern about the schedule being adjusted for cost-of-living increases. It was also recommended that the ACCE meet at Shepherd sometime this year.

SC BOARD OF ADVISORS
The board will meet in the president's office on August 4, 1998. They will elect the chair and vice-chair at this time.

STAFF DEVELOPMENT COMMITTEE
The committee will meet again in August. The budget for the upcoming year is $19,600.

SCHOLARSHIP COMMITTEE
It was MSP that the following children be awarded scholarships for Shepherd College: Linda Fasulo, Madeline Holben, Mercedes Taylor, and Scott Sherwood. It appears that 26 people have made a commitment to participate in the payroll deduction program for student scholarships. Everyone is encouraged to commit; there is only a $2.50 minimum deduction per pay period which can be tax deductible.

SOCIAL COMMITTEE
Happy Birthday, Robert Jenkins! A luncheon will be held August 12th @ noon. More information will be distributed at a later date.

Old Business

MENTORS FOR NEW HIRES
No movement on this issue.

FLAG POLICY
The policy was distributed.

VOLUNTEER RELEASE TIME
Currently, it is only available for military service and Red Cross activities. The council will submit a proposal to the president regarding staff release time for community service.

POPODICON TRAFFIC
There is a back entrance that can be used which may alleviate traffic pattern problems.

New Business

ARREARS PAYROLL
There was a question as to the status of an arrears payroll. Currently, hourly employees have a delayed paycheck, but regular salaried employees do not.

TRASH
Needles have been found in trash bins. This is of course of great concern to maintenance employees and the overall campus community. This matter is being investigated.
