TRAVEL REGULATIONS AMENDMENT OF POLICY 14
HB2224 included an important provision which allows higher education institutions to use the State's "purchasing card" for most travel expenses, rather than having to use a separate travel card. The purchasing card is ultimately controlled by the State Auditor, who has agreed to move the initiative forward on an experimental basis.
The amendments to Policy 14 which are reflected in the enclosed draft would allow the College to implement use of the purchasing card for travel expenses and would otherwise consolidate some of the detail of travel policy into a delegation of authority to the Chief Procurement Officer to publish detailed travel guidelines in the institutional Travel Handbook. This should decrease the frequency with which the Board has had to modify the Travel Policy.
The need to quickly implement the change regarding use of corporate cards has led to the use of minimal timelines for the comment period for these proposed changes. If any comments are received, they will be discussed during the Board meeting.
The following resolution is recommended for adoption by the Board:
RESOLVED, That the Shepherd College Board of Governors adopts the revised Policy 14, Travel, as presented in the agenda book.
